The Arkansas Consumer Assistance Program (CAP), a section of the Consumer Services Division, works to assist consumers with filing health insurance complaints and appeals, enrollment into health coverage, and to educate consumers on their rights and responsibilities with respect to group health plans and health insurance coverage. CAP is funded by a grant from the U.S. Department of Health and Human Services.
