The Health Insurance Rate Review Division (HIRRD) was created in 2010 for the purpose of protecting consumers and employers from unreasonable health insurance premium rate increases.

With Federal funding through the Department of Health and Human Services (HHS), HIRRD has endeavored to create a health insurance education, outreach and training unit to improve the health insurance rate review and reporting process.

The development of an Arkansas All-Payer Claims Database (APCD), in collaboration with the Arkansas Center for Health Improvement (ACHI), is a HIRRD project which will ultimately provide medical pricing information to support consumers and other stakeholders when making health-care decisions.
