Act 483 of 2025 Data Submission for Primary Care Payment Improvement Working Group
Act 483 of 2025 created the Arkansas Primary Care Payment Improvement Working Group (“the Working Group”), which is tasked with collecting data related to the provision of and payment for primary care. The Working Group will use this data to recommend to the General Assembly primary care spending targets designed to achieve better health outcomes and decreased healthcare costs.
Act 483 of 2025 requires commercial healthcare insurance carriers offering primary care benefits to use a template approved by the Working Group for data submission. The Arkansas Insurance Department is responsible for monitoring and ensuring compliance with this data submission mandate.
The Working Group adopted a set of medical codes representing primary care services for insurers to use when calculating primary care spending data. The Working Group approved theArkansas Primary Care Payment Improvement Data Collection Template, which includes calculations based upon these codes, to be used by insurers reporting this information. Please use the Data Collection Manual to complete the Template.
Please provide your submission to primarycaredatasubmission@arkansas.gov by February 6, 2026. Because Act 483 of 2025 requires the Arkansas Primary Care Payment Improvement Working Group to submit a report of its findings and recommendations to Arkansas Legislative Council no later than April 1, 2026, insurers must submit complete data to the Arkansas Insurance Department by February 6, 2026.
